Recommendation

The Public Works Staff recommends approval of the Resolution.

 

Description/History

E. Debbie Lane from approximately Walnut Creek Drive to Matlock Road has experienced pavement degradation and poor ride quality over the past several years.   To improve ride quality and to extend the pavement integrity an asphalt overlay of the existing concrete pavement is proposed.  The ride quality issues exist from approximately 400 feet east of Walnut Creek Drive to 500 west of Matlock Road

 

The proposed asphalt overlay will be the same material that has been placed on East Broad Street between Matlock Road and Fire Station #3, Heritage Parkway and National Parkway and on Mansfield Webb Road.  This material is more flexible than standard asphalt and has held up well in these locations giving prior concrete pavement conditions.    From the previous performance of the product the anticipated life space is 5 years.

 

The material that will be used has a patent and the supplier has an exclusive manufacturing and supply agreement with Texas Materials Group, Inc.   The requested approval of funds is for a construction contract with Texas Materials Group, Inc. dba TexasBit in the amount of $679,070.71 which includes striping plus a 5% contingency of $35,929.29 to cover any additional unforeseen repairs to complete the project.  This project will be accomplished within a budget not to exceed $715,000.00. 

 

Due to the traffic volume on Debbie Lane, the preference is to perform the work at night which will take approximately 15 to 20 days to complete.  However, the application of this product is temperature sensitive, the application must be performed when temperatures are 50 degrees and higher, if the work must be accomplished during the day the timeframe for completion extends to 30 to 40 days for completion. Currently the contractor is available to start within 2 weeks of notice to proceed if temperatures are favorable.

 

Justification

The Council has expressed an interest in prioritizing this section of East Debbie Lane for immediate attention.  There are funds available in the 2023/2024 Street Operations maintenance budget.  The asphalt overlay of the existing concrete will extend the pavement life while improving the ride quality.

 

Texas Materials Group, Inc.  has successfully completed many projects within the City of Mansfield in the past.  The Public Works Department believes that Texas Materials Group, Inc has the necessary staff and equipment to successfully complete the project.

 

The Assistant Director of Public Works - Transportation, will be in attendance to answer Council’s questions regarding the proposed project.
