Description/History
In a continuing effort to provide grounds maintenance services for City property in the most cost effective manner, the Parks and Recreation Department has gradually outsourced maintenance services for park and municipal properties since 2005. This contract is for weekly janitorial maintenance of 22 park sites. Services include cleaning restrooms, emptying trash cans, and collecting surface litter and debris. City staff is responsible for monitoring contractor performance on a daily basis to ensure compliance with maintenance standards and specifications.
Following established bidding requirements, the original contract was awarded to Country Maid Services on March 11, 2016 in the amount of $49,950. In accordance with bid specifications, the City has received a letter from Country Maid Services requesting the first renewal with a price increase. The renewal price reflects a 1.5 percent price increase, which is within the limits of the Producers Price Index (PPI) as specified in the original bid. The contract allows for an annual increase at a rate not to exceed the effective percentage change in the PPI for the previous 12 month period, calculated at the time of renewal.
The full contract amount for the first renewal is $50,699.25, with $23,020.20 covering 12 properties funded in the General Fund and $27,679.05 covering 10 properties funded by the Mansfield Park Facilities Development Corporation. The MPFDC board approved their portion of the contract award with a vote of 6-0 at the March 2, 2017 MPFDC board special meeting.
Justification
Contracting with Country Maid Services to maintain park sites will free up staff and allow them to concentrate on other high end maintenance areas. This allows the City to be able to maintain current and future facilities without the cost of adding personnel and equipment.
