Recommendation
The Public Works Staff recommends approval of the Resolution.
Description/History
Concord Drive from Country Club Drive to approximately 675 feet to the north is currently an asphalt roadway with concrete curb and gutter. This roadway serves JL Boren Elementary School along with residential single family homes. The asphalt pavement is in very poor condition. The 2017 pavement management evaluation for this roadway indicated a pavement condition index of 47, which is considered a failed pavement. The road has deteriorated even further since that time.
This project will rebuild the existing asphalt section of Concord Drive in concrete and will make pavement repairs to the concrete section of Concord Drive located near Country Club Drive. This work will begin once school is out for the summer. The contract requires half of the roadway be complete and open to traffic prior to August 17, which is prior to the start of school. The contract time for the completion of the project is 90 working days.
The project was advertised in the Fort Worth Star Telegram on April 1 and April 8 and also advertised on the City webpage and www.civcastusa.com. Bids were opened on April 20, 2021. There were five bidders for the project. The project was bid with a base bid for the rebuild of the asphalt section of the roadway and 2 alternate bid items (reconstruction of an addition 300 linear feet of concrete roadway north of the asphalt section which is alternate 1 and reconstruction of concrete pavement near the intersection of Country Club Drive which is alternate 2). After evaluation of the bids, alternate 1 was considered too costly at $108,595.00. The Public Works Department is recommending moving forward with the base bid and alternate 2. The bids for these items ranged from a low bid of $337,105.00 to a high bid of $433,734.45. The low bidder was XIT Paving and Construction, Inc.
The requested funds are for a construction contract with XIT Paving and Construction, Inc. in the amount of $337,105.00 plus a 5% contingency and other miscellaneous services (construction survey, materials testing, etc.) to complete the project. This project is to be accomplished within a budget not to exceed $370,000.00.
Justification
The existing pavement condition has deteriorated to a condition beyond maintenance. The rebuild of Concord Drive will support the school and residential traffic. This project was one of the projects approved by Council as part of the reallocation of the Day Miar Road funding.
XIT Paving and Construction, Inc. has completed capital work in the City of Mansfield in the past (East Broad Street from Holland Road to Day Miar Road and Price Road/Sentry Drive improvements. The Public Works Department feels that XIT Paving and Construction, Inc. has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.
The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract. A resolution and bid tab is attached for Council’s consideration.
Funding Source
The funding source will be from the Street Bond Fund.
