Requested Action
The authorization of funds for an amount not to exceed $350,000.00 to prepare this project for public bidding. To direct Staff to execute the necessary contracts including Halff Associates, Inc. for engineering design services and to enter into a Local Project Advanced Funding Agreement (LPAFA) with TxDOT for project review and administration.
Recommendation
The Engineering Staff recommends the authorization of funding and the direction to execute the necessary contracts including Halff Associates, Inc. for engineering design services and TxDOT for project review and administration for improvements to Debbie Lane.
Description/History
This project is an extension of the Debbie Lane Median Project that added a raised center landscaped median from FM 157 to US 287. The project consists of designing a raised center median and landscaping for Debbie Lane from FM 157 to US Business Hwy 287 and will include removing the existing asphalt pavement and reconstructing the roadway with concrete pavement that will support the anticipated truck traffic. In addition an 8’ wide side path will be added to the north side of the roadway along with a 5 foot wide sidewalk on the south side. The survey and design of the project was originally approved by Council on November 11, 2013. The project was designed to include a mill and overlay of the existing asphalt pavement. The project was bid in October 2015. After bidding the project Council decided to add this section of Debbie Lane to the Truck Route Map. The asphalt pavement section would not be able to withstand the traffic loads imposed by the additional truck traffic, thus bids for the construction were rejected on February 8, 2016. This redesign will accommodate the thicker pavement section to support the truck loads.
The North Central Texas Council of Governments (NCTGOG) and TxDOT are anticipated to participate in the construction cost of the project. Since Federal money will be involved, the plans and process will need to meet TxDOT standards. TxDOT will review the plans and bid the project. For TxDOT to review and administer the plans the City needs to enter into a LPAFA with TxDOT. TxDOT will cover the review costs. It is anticipated the project will bid in March/April 2017.
The requested funds are for an engineering design contract with Halff Associates, Inc. for $300,000.00 and other miscellaneous services to prepare this project for construction. These services will be accomplished within a budget of $350,000.00.
Justification
The redesign of this project is necessary to support the anticipated additional traffic loads that will be imposed by the increased truck traffic.
The Public Works Director will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
