Requested Action

Consider the authorization of funding and approval of contracts.

 

Recommendation

Approval of a professional services contract between the City of Mansfield, TX and Kimley-Horn and Associates, Inc. in an amount not to exceed $1,155,000.00 and Brittain and Crawford, LLC in an amount not to exceed $71,500.00 for the design and survey, respectively, of East Broad Street (Fire Station to Holland Rd.).

 

Description/History

This project will provide improvements around the TX-360 intersection necessary to maximize vehicle throughput, especially eastbound to northbound movement.  Adding additional lane capacity west of the intersection separately for the left-turn and through movements allows for much more throughput of the TX-360 intersection.  Right-of-way acquisition at the southwest corner of the intersection will be necessary for these improvements.  Pavement material is anticipated to be asphalt.  A traffic signal at Fire Station 3 will also be included as part of the project.

 

This project is part of the 2022 Roadway Capital Plan.  A concept plan of the anticipated improvements is attached.  The current opinion of probable construction cost is $11,130,000.00 and is also attached. 

 

The requested funds are for design services with Kimley-Horn and Associates, Inc. in the amount of $1,155,000.00 which includes an additional 5% design fee contingency for potential design scope changes, survey services with Brittain & Crawford in the amount of $71,500.00 which includes an additional 10% survey fee contingency for potential survey scope changes, and a $50,000 contingency for right-of-way and easement acquisition, subsurface investigation, and other miscellaneous services needed to prepare the project for public bidding and construction, for a total budget not to exceed $1,276,500.00.


Justification

This project is part of the 2022 Roadway Capital Plan and will provide critical improvements needed for traffic congestion along this section of roadway.

 

The Director of Engineering Services will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
