Recommendation
Staff recommends approval with the condition that the applicant provide a temporary access point from the front part of Lot 3 through Lot 2 in order to obtain two points of access in accordance with the requirements of the Fire Marshal and the Engineering Department until Lot 2 is developed
Description/History
The subject property consists of approximately 1.398 acres, generally located at the northwest corner of State Highway 360 and Broad Street.
The applicant is requesting a Detailed Site Plan review in order to build a retail/restaurant building. The property is part of the Vistas of Walnut Ridge Planned Development (PD), which requires a Detailed Site Plan review and approval for each developed lot. In the PD, this lot was originally planned for a 6,000 sq. ft. medical building.
This lot will include a 9,572 sq. ft. one-story building, 6,500 sq. ft. of which will be dedicated to a restaurant user and 3,072 sq. ft. of which will be retail. The development will be served by a parking lot with 79 parking stalls, which meets the Zoning Ordinance requirements of 78 parking stalls (1 stall per 100 sq. ft. of restaurant space, and 1 stall per 250 sq. ft. of retail space). The parking lot will connect to Lot 2 to the west and Lot 4 to the east along the front of the property. At the rear of the property are two access points that connect the building’s parking lot to a proposed main driveway that is intended to serve all of the lots in the development which will connect to Cannon Drive, which connects to Broad Street.
To accommodate patrons, this development will include an extensive concrete paved area on the south, north, and east sides of the building, interspersed with areas of landscaping, as well as shade trees in the parking lot islands and peninsulas, trees along the west property line, shrubs around the trash enclosure and transformer, and extensive landscaping along the front property line. To serve pedestrian traffic, a sidewalk connection will be made from the building to a proposed sidewalk along Broad Street and Highway 360.
The applicant has provided full-size detailed elevations, as well as a color rendering. The building will be composed of a variety of dimensioned cut stone finishes, as well as manufactured cultured stone on the prominent tower feature on the southwest corner of the building. The building elevations will include a mix of wall plane recesses and projections, varied rooflines with decorative cornices, and a prominent tower feature in the southwest corner of the building with a pitched standing seam metal roof and a decorative cornice with clearstory windows. 82% of the net total façade area of the building will be composed of masonry materials. The elevations meet the architectural requirements of the PD and the Zoning Ordinance.
The applicant has proposed a trash enclosure in the rear of the property that provides full screening and will be finished with materials that match the exterior of the building in accordance with the requirements of the Zoning Ordinance.
The applicant has proposed two monument signs (one along Broad Street and one along Highway 360), as well as a unified development sign along Highway 360, all in accordance with the PD and the Zoning Ordinance. The applicant has submitted a sign plan to staff, as is required by the Zoning Ordinance prior to a unified development sign being approved.
Since Lot 3 is developing before the other lots, the Fire Marshal will require the applicant to provide a temporary access point from the front part of Lot 3 through Lot 2 in order to obtain two points of access. This temporary access road shall be built to the requirements of the Fire Marshal and the Engineering Department. Staff recommends approval with the condition that this temporary access driveway is provided and maintained until such time that Lot 2 is developed.
