Recommendation
The Engineering Staff recommends the approval of a contract award for Heritage Parkway (Matlock Road to Mitchell Road) to Ed Bell Construction Company in the amount of Nine Million Nine Hundred Seventy Thousand Six Hundred Fourteen and 00/100 Dollars ($9,970,614.00) to Ed Bell Construction Company, and the authorization of funding.
Description/History
This project is the final component of the MEDC Bond program and will complete Heritage Parkway from US 287 to SH 360. The water and sewer improvements are specified in the Water and Wastewater Master Plan. The project was bid on July 24, 2013 and there were seven bidders for the project. The low bidder was Ed Bell Construction Company. Bids ranged from a low bid of $9,970,614.00 to a high bid of $11,405,630.15.
Five funding sources are proposed for this project. Tarrant County has committed to contribute $2,817,725.00 to the paving and drainage from its existing bond fund. The MEDC Bond Fund has a remaining balance of $5,620,579.70 that is dedicated and authorized for this project. The Utility Revenue Bond Fund will cover $1,354,855.75 of the contract amount plus a staff recommended 5% contingency for a total amount not to exceed $1,422,598.54.
This leaves $177,453.55 needed to cover the contract amount. Other expenditures are necessary or recommended to complete the project, including; UP Railroad fees, median street lighting by Oncor, structural bridge inspections by the engineer of record, and a staff recommended 3% contingency for the paving portion. This results in a need for $766,046.30.
The MEDC Board approved an additional $458,000 from their operating fund at their September 3 meeting. Staff is recommending the additional $308,046.30 be authorized from the Street Bond Fund.
The contract time for this project is Three Hundred Fifty (350) working days or approximately 18 months. The bid tabulation is attached for Council's review.
Justification
Ed Bell Construction Company has completed capital work in the City of Mansfield in the past and staff has also researched references. The Engineering Department feels that Ed Bell Construction Company has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.
The Director of Public Works will be in attendance at the meeting to answer Council's questions regarding the proposed contract. A resolution is attached for Council's consideration.
Funding Source
The funding source will be from the MEDC Bond Fund, MEDC Operating Fund, Street Bond Fund and the Utility Revenue Bond Fund
