Requested Action

Consider the Resolution authorizing funding for an amount not to exceed $908,741.50 and awarding a contract for the construction of the FY 2021 & FY 2022 Community Development Block Grant Project for Pond Street Paving, Drainage and Utility Improvements to McClendon Construction Company, Inc.

 

Recommendation

The Engineering Staff recommends approval of the Resolution.

 

Description/History

This project is the FY 2021 & FY 2022 CDBG project with a total estimated cost of $1,221,337.50.  The attached vicinity map shows the limits of the proposed Pond Street paving and utility improvements from Broad Street to Lake Street. The remainder of Pond Street from Lake Street to Dallas Street is scheduled for 2024 in the Roadway Capital Plan.

 

The project was bid at the offices of Tarrant County Community Development on October 12, 2022 and there were four bidders for the project.  Bids ranged from a low bid of $1,158,841.00 to a high bid of $1,485,295. The bid tabulation is attached. The lowest and best bidder was determined to be McClendon Construction Company, Inc. The contract time for this project is One Hundred Eighty (180) calendar days or approximately 6 months.

 

The requested funds are for the city’s contribution to the construction contract in the amount of $846,245.00, material testing, survey, and other miscellaneous services needed to complete the construction of the project within a budget not to exceed $908,741.50.

 

The funding will be in the amounts of $312,596.00 from the 2021-2022 Community Development Block Grant, $453,742.00 from the Utility Fund, and $454,999.50 from the Street Bond Fund. 

 

Justification

McClendon Construction Company, Inc. has successfully completed capital improvement projects in the City of Mansfield in the past.  The Engineering Department feels that McClendon Construction Company, Inc. has the necessary staff and equipment to successfully complete the project within the required contract time.

 

The Executive Director of Infrastructure Development will be in attendance at the meeting to answer Council’s questions regarding the proposed contract. A resolution is attached for Council’s consideration.

 

Funding Source

The funding will be from the 2021-2022 Community Development Block Grant, the Street Bond Fund and Utility Fund
