Requested Action

The approval of a contract award for construction of the FY 2015 Community Development Block Grant Project for Lake St. Paving, Drainage and Utility improvements to McClendon Construction.

Recommendation

The Engineering Staff recommends the approval of the contract award in the amount of Two Hundred Thirty Thousand Two Hundred Ten and 00/100 Dollars ($230,210.00) to McClendon Construction for the construction of the FY 2015 Community Development Block Grant Project for Short Street Paving and Utility improvements.

Description/History

This project is the FY 2015 CDBG project with an estimated cost of $478,278.50.  Exhibit “A” shows the limits of the proposed Short Street Paving and Utility improvements.

 

The project was bid at the Tarrant County offices on March 9, 2016 and there were two bidders for the project.  Bids ranged from a low bid of $219,248.00 to a high bid of $264,046.00.  The low bidder was McClendon Construction. The contract time for this project is One Hundred Eighty (180) calendar days or approximately 6 months.  Bid result is attached as Exhibit “B”.

 

Staff is recommending award of this project and authorization of funding for the bid amount plus 5% for contingency for a total of $230,210.00.

Justification

McClendon Construction has successfully completed capital improvement work in the City of Mansfield in the past.  The Engineering Department feels that McClendon Construction has the necessary staff and equipment to successfully complete the project within the required contract time.

 

The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract. A resolution is attached for Council’s consideration.

Funding Source

The funding will be from the 2015 Community Development Block Grant with excess costs from the Street Bond and the Utility Revenue Bond Funds.
