Requested Action

Consider the authorization of funding and approval of contract.

 

Recommendation

Approval of a professional services contract between the City of Mansfield, TX and Bannister Engineering, LLC in an amount not to exceed $787,695.00 for the design of the Vinewood Drive Extension Project.

 

Description/History

The Vinewood Drive Extension Project consists of two segments:

 

Vinewood Drive Extension to Heritage Parkway:  This segment will connect existing Vinewood Drive across Low Branch to Heritage Parkway at Commerce Drive. This project will include a left turn lane on westbound Heritage Parkway at Commerce Drive and pedestrian and signal improvements at the intersection.

 

Vinewood Drive Connector to US 287:  This segment will connect the Vinewood Drive Extension to the southbound US 287 service road south of Heritage Parkway.

 

A Master Thoroughfare Plan Alternatives Analysis was recently completed by Kimley-Horn. This analysis refined the specific plan for several roadway segments, including the Vinewood Drive Extension. The analysis determined that the best alignment for the street was to connect to Heritage Parkway at Commerce Drive and that a connecting street to US 287 would provide additional connectivity and remove traffic volumes from other intersections.

 

This project is identified in the upcoming 2025 Capital Improvement Program.  The preliminary estimated construction cost for the Vinewood Drive Extension to Heritage Parkway segment is $3,500,000 (Street Bond Fund), and the preliminary estimated construction cost for the Vinewood Drive Connector to US 287 segment is $1,800,000 (MEDC).  The project is expected to take approximately eight months to design.

 

The requested funds are for design services with Bannister Engineering, LLC in the amount of $562,695.00 (including a 5% design fee contingency), $200,000.00 for right-of-way acquisition, and $25,000.00 for subsurface investigation and other miscellaneous services to prepare the project for public bidding and construction, for a total budget not to exceed $787,695.00.

 

Justification

This project is included in the City’s Master Thoroughfare Plan and the upcoming 2025 Roadway Capital Plan.

 

The Director of Engineering Services will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.

 

Funding Source

The funding source for this project is the Street Bond Fund and MEDC.
