Requested Action

Consider a Resolution approving an amendment to the contract for design services with Spiars Engineering, Inc. for the design of Heritage Parkway South for an amount not to exceed $109,384.15.

 

Recommendation

The Engineering Staff recommends approval of the Resolution.

 

Description/History

The original contract with Spiars Engineering was approved on July 22, 2024 with Resolution 24-6110 for an amount not to exceed $1,026,025.00 to design Heritage Parkway South, south of the proposed Heritage Parkway South bridge, all associated storm drain systems, and approximately 2,500 LF of off-site 15” sewer line.

 

A portion of the requested funds ($49,905) is necessary to provide an approximately 1,500 LF asphalt roadway for Emergency Services access from the south end of Heritage Parkway South west to SH 360.  This additional funding also includes additional geotechnical survey.  Prior to the design beginning, a data center project was anticipated to be developed on property west of the roadway and would have constructed this necessary access.  That project not developing now necessitates the need for this roadway.

 

Another portion of the requested funds ($59,479.15) is necessary to include design of decorative street lights in lieu of standard Oncor lights.  This includes lighting design for the roadway and pedestrian pathways, tree uplighting and roundabout.  The decision to standardize the lighting to decorative non-Oncor lights was made after the project design had begun, necessitating this design be added to the project.

 

This amendment will not be an increase in the overall project budget. A contingency to cover such additional cost of engineering and construction was previously included in the overall project budget.

 

Justification

The additional road design is needed to accommodate Emergency Services access to the southern portion of the development.  The additional lighting design is needed to accommodate the desired decorative lighting for Heritage Parkway South.

 

The Director of Engineering Services will be in attendance at the meeting to answer Council’s questions regarding the proposed contract amendment.
