Requested Action
The authorization of funds for an amount not to exceed $205,000.00. To award a contract to Nu-Way Construction LLC for earthwork improvements on US 287 at East Broad Street to improve the line of sight and direct staff to execute all necessary contracts to complete the project.
Recommendation
The Engineering Staff recommends the authorization of funding and award of a construction contract to Nu-way Construction LLC and the direction to execute all necessary contracts to complete the project.
Description/History
As part of the recently completed US 287 Frontage Road and U-turn Bridges project, monuments were added at the US 287/E. Broad Street intersection. Visibility of the monuments is limited for traffic traveling north and south on US 287. The limited visibility is due to the grading of the side slopes along the US 287 Frontage Road. Last year Council directed staff to move forward with the redesign of the side slopes along US 287 to improve visibility to the monuments. TxDOT has issued a permit for this work.
The construction for this project was bid on January 29, 2015 and there were three bidders for the project. The low bidder was Nu-Way Construction LLC. Bids ranged from a low bid of $184,617.50 to a high bid of $274,739.85. Staff is recommending award of this project to Nu-Way Construction LLC and authorization of funding for the bid amount plus 5.0% contingency for a total of $194,000.00. In addition staff will execute contracts with Brittain and Crawford LLC. for construction staking. The total requested funds are for construction plus contingency, construction survey and other miscellaneous services to be accomplished within a budget of $205,000.00.
Justification
Nu-Way Construction has successfully completed work in the City of Mansfield in the past. The Engineering Department feels that Nu-Way Construction LLC has the necessary staff and equipment to successfully complete the project within the required contract time (60 days).
The Public Works Director will be in attendance at the meeting to answer Council's questions regarding the proposed funding and contracts.
