Description/History
The fiscal year 2015 COPS Hiring Program (CHP) is designed to advance public safety through community policing by addressing the full-time sworn officer needs of state, local, and tribal law enforcement agencies nationwide. CHP provides directly to law enforcement agencies to hire new and/or rehire career law enforcement officers, and to increase their community policing capacity and crime prevention efforts. The CHP grant program is an open solicitation whereby all law enforcement agencies that have primary law enforcement authority are eligible to apply.
FY2015 CHP grant will provide up to 75 percent of approved entry level salaries and fringe benefits of full-time officers for a 36-month grant period with a minimum 25 percent local cash match requirement and a maximum federal share of $125,000 per officer position. CHP grants may be used to hire new officers including filling existing officer vacancies that are no longer funded in an agency's budget; rehire officers already laid off as a result of budget reductions; or rehire officers currently scheduled to be laid off due to budget reductions. Agencies requests will be capped at no more than 5 percent of their actual sworn force strength.
At the conclusion of the 36 months federal funding, grantees must retain all sworn officer positions awarded under the CHP grant for a minimum of 12 months The retained CHP funded positions should be added to the grantee's law enforcement budget with state and/or local funds over and above the number of locally funded positions awarded following the expiration of the grant and identify their planned source of retention funding.
Justification
The increase of officers under the grant will provide an increased number of officers providing protection to the citizens of the City of Mansfield.
Funding Source
Three year 75 percent federal grant with a maximum of $125,000 per officer position for 36 month grant period. Thereafter the 36 month grant period, the city would be responsible for 100% of salary and benefits for those officers funded under this program for one year (12 months) period.
