Requested Action

Consider the authorization of funding and approval of the contract.

 

Recommendation

Approval of a professional services contract between the City of Mansfield, TX and Freese and Nichols, Inc. in an amount not to exceed $180,000.00, and Brittain and Crawford, LLC. in an amount not to exceed $64,800.00 for the design and survey, respectively, of East Seeton Road and Bridge Hike and Bike Trail Study.

 

Description/History

This project is for the development of the Seeton Road and Bridge Hike and Bike Trail design schematics and permitting.  This project design is part of the 2022 Roadway Capital Improvement Plan.  This portion of East Seeton Road provides a link to and from neighborhoods and schools north and south of the Joe Pool Lake bridge.  Currently, there are no pedestrian facilities that link these two areas and the existing bridge across Joe Pool Lake does not provide for the width needed for a sidewalk to be incorporated into the structure.  Day Miar Rd. is currently being reconstructed north of Lake Ridge High School.  A hike and bike trail south of Lake Ridge High School will provide a critical pedestrian connection to the existing sidewalk along National Pkwy.

 

This study will evaluate three alternatives for the road and bridge hike and bike trail crossing property owned by the US Army Corps of Engineers (USACE).  This process will require developing and coordinating alternatives that are acceptable to USACE and culminating in a letter of support for the project which can be used to request state or federal construction funding.  A technical memorandum will be prepared that will include alternative schematics, an opportunities/constraints analysis of alternatives, opinions of probable construction costs and a summary of applicable construction funding sources.

 

The requested funds are for design services with Freese and Nichols, Inc. in the amount of $180,000.00 and survey services with Brittain and Crawford, LLC in the amount of $64,800.00 to prepare schematics and coordinate permitting with the US Army Corps of Engineers, for a total budget not to exceed $244,800.00.

 

Justification

This project is included in the 2022 Roadway Capital Improvement Plan and is a critical pedestrian connection for this area.

 

The Director of Engineering Services will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
