Requested Action

Approval of a resolution authorizing a contract amendment with Freese and Nichols, Inc. for design and construction management and inspection services for the Low Branch Lift Station and 30” Force Main

Recommendation

The Engineering Staff recommends the approval of the contract amendment with Freese and Nichols, Inc. for design and construction management and inspection services in the amount of $247,500.00.

Description/History

The original design contract for the Low Branch Lift Station and 30” Force Main was awarded to Freese and Nichols on June 12, 2006 for an amount of $468,800.00.  The project was awarded for construction on June 10, 2013 for an amount of $4,461,644.25 and is scheduled to begin this month.

Justification

During design, a portion of the force main sewer was realigned to accommodate the future widening of Holland Rd.  Freese and Nichols also assisted with a prequalification process during the public bidding phase to ensure that contractors submitting bids would be qualified to successfully construct the project.  These services were not included in the original design contract and represent a contract amendment in the amount of $34,825.00.

 

The construction management and inspections required for a project of this scope and nature falls outside of the Engineering Department’s typical project inspections and expertise.  Therefore, staff feels it necessary to employ third-party construction management and inspection services to assist with construction and inspection of the lift station facility.  Freese and Nichols will provide a part-time resident representative for these services for an amount not to exceed $212,675.00.  This will include up to 1,305 hours based on 5 hours per day for the 52-week construction period for on-site inspections and necessary construction administration associated with the lift station facility.

 

The Public Works Director will be in attendance at the meeting to answer Council’s questions regarding the proposed contract amendment.  A resolution is attached for Council’s consideration.

Funding Source

The funding source will be from the Utility Bond Fund.
