Description/History
At the July 13th meeting Council was presented with the methodology to calculate the fee, the maximum impact fee per service unit and staff recommended fee per service unit.
The goal of the staff recommended fee is to create more uniform fees for each of the major land uses (residential, commercial, industrial) for all four service area locations. The uniform fees will help simplify the development and permitting process for developers and staff. It will also makes the fee requirement more equitable such that a development on the east side of US Hwy 287 will pay the same fee as a similar development on the west side of US Hwy. 287. The proposed residential fee is $550 per service unit which equates to $2,200 per single family home. This fee is based upon the current Service Area D residential fee + 10% (note the maximum fee in Service Area C is capped at $399 per service unit or $1,596 per single family home due to the calculated maximum rate), while the non-residential uses are proposed at $300 per service unit which continues to keep Mansfield in middle range for roadway impact fees compared to other cities in the metroplex.
The methodology of the fee calculation has not changed from the previous updates. The fee calculation for a development involves the number of development units (dwelling units, square footage per 1,000, students, etc.) x vehicle miles per development unit (average trip length for type of development) x fee per service unit (fee adopted by Council). Below are examples of these calculations.
One residential house in Service Area D will be charged $2,200 ( i.e. 1 home x 4.0 miles x $550)
One residential house in Service Area C will be charged $1,596 (i.e. 1 home x 4 miles x $399)
A 50,000 square foot shopping center in any Service Area will be charged $102,900 (i.e. 50 x 6.86 miles x $300)
A 50,000 square foot industrial use in any Service Area will be charged $58,200 (i.e. 50 x 3.88 miles x $300)
A 10,000 square foot office use in any Service Area will be charged $17,880 (10 x 5.96 miles x $300)
The attached “Fee per Land Use Category” exhibit lists the existing and proposed collection rates (trip length x fee per service unit) for each land use per development unit. Also attached are the “Impact Fee Revenue Projections”, June 22 Council Presentation and the information provided previously.
Justification
Chapter 395 of the Local Government Code requires that impact fees be reviewed at least once every five years. The current roadway impact fee was adopted on November 23, 2009. This current update began on September 8, 2014.
The Public Works Director will be in attendance at the meeting to answer Council’s questions.
