Recommendation
The Engineering Staff recommends the approval of Wier & Associates, Inc. for design services and Brittain & Crawford for surveying services for the Grand Meadows Parkway Project.
Description/History
During the approval process for the specific use permit for Edge Resources gas well drilling operations on the Day Tract it was determined that it would be beneficial to construct Grand Meadows Parkway as ultimately called for in the City of Mansfield Master Thoroughfare plan. It is anticipated that it will serve the immediate needs of both the citizens of Mansfield and Edge Resources by providing an east-west connection between South Holland Road & Day Miar Road. This will serve to reduce the traffic volumes on East Broad Street, which is currently the only east-west route from South Holland Road to Day Miar.
The Grand Meadows Parkway Project will include the construction of a major collector roadway from the intersection of South Holland Road and the entrance to the Mansfield Sports Complex due east to Day Miar Road. This roadway will be 49' wide from back to back of curb, constructed of concrete with a full storm sewer system, and consist of two lanes in each direction. In addition a 12" water line will be extended from South Holland Road to Day Miar.
Justification
The Engineering Staff makes the recommendation for Wier & Associates, Inc. to perform the design of the proposed Grand Meadows Parkway Project for a fee not to exceed $169,400.00. The Engineering Staff also makes the recommendation for Brittain & Crawford to provide surveying services for the proposed Grand Meadows Parkway Project for a fee not to exceed $80,500.00. These fees are fair, reasonable and very comparable to those charged for said work in this immediate area.
The Director of Public Works will be in attendance at the meeting to answer Council's questions regarding the proposed contracts. A resolution is attached for Council's consideration.
Funding Source
The funding source will be from the Street Bond Fund & Utility Revenue Bond Fund
