Consider the Resolution awarding a contract for the construction of the 2.0 Million Gallon Industrial Elevated Storage Tank to Landmark Structures I, LP, for construction, and authorizing funding for an amount not to exceed $5,908,250.00.
Recommendation
The Engineering Staff recommends approval of the Resolution.
Description/History
This project is part of the City’s Water Master Plan. The project includes constructing a 2.0 million gallon elevated storage tank to supply water to the southwest section of Mansfield. The elevated storage tank will be located at Hanks Dr. and South Seventh Ave. and will be supplied by a 24-inch water line that is currently under construction.
This project was originally bid on July 18, 2019. All bids received were higher than the Engineer’s Opinion of Probable Cost of $6,070,000.00 and were rejected by council. The project scope was modified to help reduce the cost of the project. The project was rebid on September 25, 2019 and there were three bidders for the project. The lowest qualified bidder was Landmark Structures I, LP. Bids ranged from a low bid of $5,385,000.00 to a high bid of $7,593,000.00. The contract time for this project is Five Hundred Forty (540) calendar days or approximately 18 months.
The requested funds are for a construction contract in the amount of $5,654,250.00, a 5% construction contingency, survey, materials testing, inspections and other miscellaneous services needed to complete the construction of the project within a budget not to exceed $5,908,250.00.
Justification
Landmark Structures I, LP successfully constructed the 1.0 million gallon elevated storage tank on North Main St. in 2005 and the 2.0 million gallon elevated storage tank on East Broad St. in 2006. Staff and Freese & Nichols, design consultant for the project, have reviewed the Statement of Qualifications submitted by Landmark Structures. Freese & Nichols also submitted a Letter of Recommendation recommending award of the project to Landmark Structures I based on references and project-based qualifications. The Engineering Department feels that Landmark Structures I, LP, has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.
The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract and funding. A resolution is attached for Council’s consideration.
Funding Source
The funding source will be from the Utility Bond Fund.
