Description/History
The project was awarded by Resolution 3047-14 to McClendon Construction, Inc., for 662,901.50. Total funding authorized is $750,000 to include 5% contingency, material testing, survey, and other miscellaneous services.
The original limits of the project were established in the 2014 Street Bond Plan and water line replacement was included along this street project. The 2015 Utility Plan includes waterline replacement in Plainview and Prairie View, approximately 1180 linear feet, which are adjacent to this project. Staff is recommending adding these water improvements to the existing contract. Additionally, the street department has plans to resurface the asphalt roads along all of the planned utility replacement. The unit cost bid for the current project limits is reasonable and competitive.
The contract time for this change order is an additional Thirty (30) working days or approximately 1.5 months. The limits for Plain View are from Stell Avenue to Prairie View Street and Prairie View from Waxahachie Street to Circle View Lane. This change will include replacing the existing water line with a 6in pvc water line and individual services, as well as adding a fire hydrant. Once utilities are complete, The Street Department will overlay the asphalt on both street sections under separate contract.
The requested additional funds are for a construction contract change order in the amount of $109,780.00, 5% contingency, material testing, survey, and other miscellaneous services needed to complete the construction of the added scope.
The proposed change order to McClendon Construction Inc is $109,780 or 16.56 % of the original contract.
Justification
This project is adjacent to the Stell Avenue and Waxahachie Street project which is currently under construction. Total construction costs to perform this work change order are lower since the contractor is already onsite. The unit cost bid for the project limits is reasonable and competitive. The Street Department is scheduled to resurface these streets in the current year. The Public Works Director will be in attendance at the meeting to answer Council's questions regarding the proposed change order. A Resolution is attached for Council's consideration.
Funding Source
The funding source will be from the Street and Utility Bond Fund.
