Requested Action

To review and consider the Detailed Site Plan.

 

Recommendation:

Staff recommends approval with the following requested deviations:

                     The columns supporting the canopy structure for the drive-through facility be encapsulated in stone that matches the building exterior finish; and

                     The request for 3 additional wall signs be granted.

 

Description/History:

 

Synopsis

The property is identified as Lot 4 in the Vistas of Walnut Ridge PD, Planned Development District, which requires a detailed site plan approval by the City Council prior to development. The proposed plans provide for a credit union to be developed on this lot that conforms to the Vistas of Walnut Ridge PD, Planned Development District.

 

Staff Analysis

The subject property consists of 1.438 acres (62,642 square feet) located on the northwest corner of East Broad Street and N SH 360. The Vistas of Walnut Ridge PD, Planned Development District, designates this lot for a bank. The applicant is requesting to develop a Texas Trust Credit Union with drive through service on the property.

 

Site Plan

The proposed site plan includes details of the one-story 2,753 square foot bank building with a four-lane drive through (three teller lanes and an ATM lane). The site plan also includes a trash enclosure, landscaped areas that include a passive space with public art, and a 14-space parking lot which includes one handicap parking space. The trash enclosure will be located towards the rear of the development and constructed of the same stone as the main building, all mechanical equipment will be screened in accordance with the City’s Code of Ordinances. The landscaping material used within the site plan meets the requirements of the PD, Planned Development District, by utilizing tree plantings, shrubs and plants, ornamental grass, groundcover, turf, and hardscape.

 

Building Elevations and Perspectives

Building elevations are provided and details for the trash enclosure are also provided.  The building will include a combination of stone veneer, faux wood siding, exterior insulated finishing systems (E.I.F.S.) and metal used as trim and roofing materials.

 

Letter of Deviation

The applicant is requesting a deviation from Section 155.090 Sign Standards which allows one wall sign per street frontage per individually owned lot. The request is to allow three (3) wall signs. One wall sign facing the highway, one facing the north access easement by the drive through, and one on the front of the building facing the south access easement. These signs are intended to allow the business to be identified --- visually --- from multiple entry points.
