Description/History
The project is included in the category of Provision of Facilities for Pedestrians and Bicycles of TxDot's Transportation Enhancement Program. The proposed trail connection is identified in the Parks Recreation, Open Space & Trails Master plan adopted in 2010. It is also identified in the proposed project plans for Historic Mansfield. The project includes a 12' wide concrete pedestrian and bicycle trail with amenities that would connect Historic Mansfield along N. Main Street to the city-wide linear park trail system, new curbs and concrete barriers to narrow the roadway for traffic calming, wrought iron fencing, street and pedestrian lighting for ambience and provide managed drive approaches along the street.
The project was estimated to cost $1,262,815 with TxDOT administrative costs included. The program required a local minimum match and Staff proposed to increase the local match to 25% or $315,704 in order to enhance the nomination for funding consideration. The project was approved by resolution RE-3012-14 to be submitted. The project application was successful and was awarded for funding in the Fall of 2014.
TxDot will fund $947,111 of the project and the City will be responsible for any overruns above the total project estimate of $1,262,815. The City is also responsible for the cost of plan development and construction documents (design services), which are not included in the City's matching fund.
Justification
With approval of the contract with Graham Associates, Inc. for design and coordination services, the design and construction documents will begin in order to achieve a May 2016 letting date for construction as set by TxDOT's letting schedule.
