Recommendation
Award the contract for household hazardous waste disposal services for FY23 to Clean Earth Environmental Solutions, Inc.; directing the City Manager to execute contract documents; and authorizing funding for an Amount not Exceed $50,396.34.
Description/History
The disposal services of the materials collected at the Environmental Collection Center was publicly bid with an opening held on September 30, 2022. A total of 5 vendors submitted bids with costs ranging from $45,814.85 to $112,843.84. The previous vendor supplying these services did bid, but was the highest cost of those submitted.
References supplied by the new vendor have been checked with positive results. Services provided to those reference communities are incredibly similar and there is no expectation of problems fulfilling the contract.
The authorized funding amount includes a 10% contingency, in the event more material is collected for disposal than anticipated. The total shipped in FY22 was 42,701 lbs. This contract is for those materials that are the most toxic and have no or limited opportunity for recycling. This includes flammable products, pesticides, herbicides, pool chemicals, acids and bases, oil based paints and stains, cleaners, and like products.
Justification
Proper disposal of materials that are harmful to human health and environment is a valuable service for the community.
The Environmental Manager and Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
