Description/History

The project includes the development of master plans for future redevelopment of two existing park sites. The Michael L. Skinner Sports Complex is an 88-acre sports complex located at 920 North Holland Road in east Mansfield. The facility opened in 1996 and was funded through the Mansfield Park Facilities Development Corporation with half-cent sales tax revenues. The facility currently has nine baseball fields that primarily serve the Mansfield Youth Baseball Association and eight soccer fields that primarily serve the Mansfield Soccer Association. Other amenities include concession/restroom buildings, spectator shade structures, and a playground. The parking lots fill to capacity on game days, resulting in overflow parking in open space areas.

 

James McKnight Park East is an 18-acre park located at 700 U.S. Highway 287 North in central Mansfield. In 1987, improvements were made with the assistance of a grant from Texas Parks and Wildlife. Currently, the park has four lighted softball fields used by the Mansfield Girls Softball Association. Other amenities include a concession/restroom building, playground, pavilions and picnic tables. This park also serves as a major trailhead for the Walnut Creek Linear Park system.

 

The new master plans will address appropriate infrastructure considerations, as well as future recreational amenities to be determined during the planning process. The proposed developments at the two complexes will include lighted baseball, softball, soccer and multi-use athletic fields, batting cages, restroom/concession buildings, playgrounds, trails, parking lots and other miscellaneous facilities appropriate to a tournament-level sports complex.

 

A contract for this project has been negotiated with Schrickel, Rollins and Associates, Inc. of Arlington, Texas. The proposed scope of services to be performed by the consultant is included in the attached exhibit. Heavy involvement of all youth sports associations and the general public will be used during the master planning process. Funding for the project is included in the MPFDC FY2016-2017 budget and the consultant contract was approved with a vote of 6-0 at the March 2, 2017 MPFDC board special meeting.

Justification

As the infrastructure at the Michael L. Skinner Sports Complex and James McKnight Park East continue to age, redevelopment of the complexes will be necessary to maintain safe and quality sports venues for Mansfield residents. As trends in park design and society change, the new plans will address features that are expected in today’s tournament-quality sports facilities. These plans will identify costs needed for planning our future capital improvement program.
