Requested Action

Consider the Resolution awarding a contract for the construction of 24” Water Line Improvements to Whitewater Construction, Inc., and authorizing funding for an amount not to exceed $730,000.00.

Recommendation

The Engineering Staff recommends approval of the Resolution.

Description/History

This project is a 24-inch water line that is part of the Water Capital Improvements Plan.  This water line will be constructed along Easy Drive west of Fifth Avenue and will supply the new 2.0 MGD elevated storage tank that will begin construction this fall.

 

The project was bid on July 18, 2019 and there were eight bidders for the project. The lowest qualified bidder was Whitewater Construction, Inc. Bids ranged from a low bid of $639,793.00 to a high bid of $1,184,478.00.

 

The contract time for this project is eighty (80) working days or approximately 4 months.  

 

The requested funds are for a construction contract in the amount of $671,782.65, a 5% construction contingency, survey, materials testing and other miscellaneous services needed to complete the construction of the project within a budget not to exceed $730,000.00.

Justification

Whitewater Construction, Inc. has constructed many similar large-diameter water line projects in the recent past.  Engineering staff discussed the project scope and requirements in detail with the owner of Whitewater Construction.  Both Engineering Staff and the project design engineer have checked multiple project references and discussed those projects in detail with the projects’ owners.  The Engineering Department feels that Whitewater Construction, Inc. has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.

 

The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract and funding.  A resolution is attached for Council’s consideration.

Funding Source

The funding source will be from the Utility Bond Fund.
