Requested Action
The support and funding to pursue a nomination for traffic signal retiming on the E. Broad Street and FM 157 corridors.
Recommendation
The Engineering Staff recommends the support and authorization of funding to pursue a nomination for traffic signal retiming on the E. Broad Street and FM 157 corridors.
Description/History
The North Central Texas Council of Governments (NCTCOG) has issued a call for nominations for signal retiming projects in December 2013. This call is funded with Congestion Mitigation and Air Quality Improvement (CMAQ) Program Funds and will be administered through NCTCOG. The goal of this call is to improve the capacity of the existing roadway system by implementing low-cost operational improvements, thereby enhancing mobility and improving air quality. This call requires a 20% local match. The estimated city match will be $20,000. The City will not receive the funds directly for this project instead NCTCOG will hire and manage the traffic consultants to retime the selected traffic signal corridors and then bill the Cities for the 20% match. This call will close on Friday, January 24, 2014.
Justification
The City of Mansfield plans to submit the East Broad Street Corridor from Day Miar Road to Main Street. Portions of this corridor were last retimed in late 2011 however since that time the traffic signal at Cannon Drive South has been added, various roadway improvements have been completed along with commercial growth along the corridor. In addition the City plans to submit the FM 157 Corridor from Heritage Parkway to Turner Warnell Road. Portions of this corridor was last retimed in early 2012 however since that time a traffic signal was added at Heritage Parkway (FM 917), improvements were made to the Debbie/FM 157 intersection and Sam's Club opened. Since FM 157 is a State roadway, the City will request TxDOT to provide the local match for this corridor. If these projects are selected the City will request for the signals to be retimed in the fall of 2014.
The Public Works Director will be in attendance at the meeting to answer Council's questions regarding the proposed funding and contracts.
