The approval of a contract award for the Construction of Lonestar Parkway, Mitchell Road and Matlock Road with Water and Sewer Improvements to Serve the Southpointe Development, To RKM Utility Services Inc.
Recommendation
The Engineering Staff recommends the approval of the contract award in the amount of Seven Million Eight Hundred Sixty Three Thousand Five Hundred and Sixty Seven and 55/100 Dollars ($7,863,567.55) to RKM Utility Services, Inc. for the construction of Lonestar Parkway, Mitchell Road and Matlock Road with Water and Sewer Improvements to Serve the Southpointe Development.
Description/History
These improvements are part of the agreement between the Developer and the City to construct the necessary infrastructure to serve the Southpointe development. This is the first in a series of projects that will be constructed with the $11.5 Million budget from the Street Bond Fund in conjunction with the Developers contributions. The project had an estimated cost of $9,190,270.32. The project was bid on January 13, 2015 and there were eight bidders for the project. Bids ranged from a low bid of $7,863,567.55 to a high bid of $10,497,265.59. The low bidder was RKM Utility Services, Inc. The contract time for this project is three hundred calendar days or approximately ten months. The bid tabulation is attached as Exhibit "A" for Council's review.
Staff is recommending award of this project and authorization of funding for the bid amount plus 5% for contingency for a total of $8,256,745.93.
Justification
RKM Utility Services, Inc. has successfully completed work in the City of Mansfield in the past and they also have several favorable references for similar size projects. The Engineering Department feels that RKM Utility Services, Inc. has the necessary staff and equipment to successfully complete the project within the required contract time.
The Director of Public Works will be in attendance at the meeting to answer Council's questions regarding the proposed contract. A resolution is attached for Council's consideration.

The funding source will be from the Street Bond Fund and Developer Contributions
