Requested Action
The authorization of funds for an amount not to exceed $260,000.00.  To award a contract to Roadway Solutions, Inc. for the construction of a traffic signal and curb ramps at the intersection of E. Debbie Lane/Towne Crossing Boulevard and direct staff to execute all necessary contracts to complete the project.
Recommendation
The Engineering Staff recommends the authorization of funding and award of a construction contract to Roadway Solutions, Inc. and the direction to execute all necessary contracts to complete the project.
Description/History
The addition of the raised median on Debbie Lane between US 287 and FM 157 has increased traffic at the Debbie Lane/Towne Crossing Boulevard intersection due to westbound traffic using Towne Crossing Boulevard to access the Target Shopping Center.  Council approved preliminary funding for the design and construction of a traffic signal at this location in the 2014 debt issuance.  The project will consist of constructing a 4 leg traffic signal, pedestrian ramps and modifying the curb radii at the intersection.  The contract time for this project is ninety (90) calendar days from the notice to proceed.
 
The project was bid on December 18, 2014 and there were three bidders for the project. The low bidder was Roadway Solutions, Inc.  Bids ranged from a low bid of $229,752.00 to a high bid of $249,439.65.  Staff is recommending award of this project to Roadway Solutions, Inc.   and authorization of funding for the bid amount plus 7.5% contingency (the project is a smaller dollar amount and staff is requesting a larger contingency percentage than the typical 5%) for a total of $247,000.00.  In addition staff will execute contracts with Fugro Consultants, Inc. for construction testing and Brittain and Crawford LLC. for construction staking.  The total requested funds are for construction plus contingency, material testing services, construction survey and other miscellaneous services to be accomplished within a budget of $260,000.00.  
Justification
This project is a result of high turning movement traffic volumes at the Debbie Lane/Towne Crossing Boulevard intersection.  Roadway Solutions, Inc. has successfully completed work in the City of Mansfield in the past (SH 360/Broad Street and FM 157/Forest Mill Trail traffic signals).  The Engineering Department feels that Roadway Solutions, Inc. has the necessary staff and equipment to successfully complete the project within the required contract time.
 
The Public Works Director will be in attendance at the meeting to answer Council's questions regarding the proposed funding and contracts
