Description/History
The Mansfield Park Facilities Development Corporation (MPFDC) purchased a 60-acre tract in January, 2004, to serve as a community park and a major trail-head and connection for the continuation of the Walnut Creek Linear Park trail system. The MPFDC allocated funds in the FY2010-2011 budget to begin the design of the new community park. Land Design Partners was selected to complete the Master Plan phase of the project. That phase included data gathering and site research, site analysis and documentation, visioning sessions, benchmarking, program development, concept development, preliminary master plan and concept design, and culminated with the final master plan. The master plan was approved by the MPFDC and City Council in August of 2011. The MPFDC held a work session with Dunaway Associates, lead by Philip Neeley, in October, 2011, to determine the scope of services for phase 1 construction of the new community park on Matlock Road. It was decided that Phase 1 will include a neighborhood park, a nature park, and a section of the green-belt trail with a trail head and terminus. This proposal includes completing design and construction documents for Phase 1.
January - A kick-off meeting with the consultant and city staff from various departments was held on January 12th. Since the meeting the consultant and staff have started collecting the data to begin the process of creating the base map and final program development.
February - Staff delivered the necessary data, including the tree survey and topographic survey, to the consultant for the completion of the base map. The consultant is currently working on the preliminary park design and plans to present it to the Board at the March meeting.
March - The consultant presented the preliminary design documents to staff on February 28th. On March 21st, the consultant and Parks staff will meet with other City departments to discuss further design elements, such as fire lanes and drainage. The preliminary design will be presented to the Board at tonight’s meeting. A presentation of the preliminary design to City Council has been tentatively scheduled for a joint work session with the MPFDC on March 26th.
April - The preliminary design was presented to the City Council at a joint work session with the MPFDC on April 9th. Staff and the consultant are compiling notes and comments from the work session in order to facilitate transitioning into the design development stage. During this stage each element of the plans will begin to have more detail.
May - The design development stage is well underway and the consultant plans to have an updated set of plans for review by the end of the month. After they are submitted staff will review the plans and return comments to the consultant so that they may continue to finalize construction documents through the summer.
June - The consultant submitted plans for review on June 1st. Staff has begun to review these plans and return comments and corrections to the consultant. With the implementation of these comments, the consultant will continue to work towards a completed set of construction documents that will be ready for bid by this fall.
July - Staff has turned in comments on the 50% set of plans. Departments involved in DRC meetings have received a set of plans as well for comments. The additional survey work for the water and sewer lines has been completed and staff has requested a proposal from Land Tec for geotechnical information that the city needs to provide to Dunaway.
August - LandTec has started geotechnical work and will meet the Dunaway staff on location next week. Dunaway is still on schedule to have 95% plans completed by the first part of September. Staff is looking at dates for a possible work session with City Council in early September. Staff will make a presentation on the project on September 11th to the Home Owners Association of King’s Mill to discuss access points to their neighborhood.
September - Dunaway is currently finalizing 95% plans for submittal to Staff for final review and comments. On September 11, Staff, along with Dunaway, presented the project at the King’s Mill Home Owners Association meeting. MPFDC and City Council have scheduled a joint work session for September 20th to discuss the schedule for bidding out phase I of the project, construction delivery method of the project and how and when to fund future phases of the project.
October - Dunaway submitted the 95% plans to staff in late September and final comments have been completed and returned. Dunaway will work to complete final plans while addressing staff comments. On September 24th the City Council approved the Construction Manager-at Risk delivery method. Staff will work with Dunaway to request qualifications for qualified construction companies. Once a short list is compiled, a committee will be created to interview these companies and select the Construction Manager-at Risk to develop the new community park. The selected company will work closely with Dunaway to finalize construction plans and bring the Board a guaranteed maximum price for construction of the project.
November - The request for qualifications for a construction manager at risk was advertised in the Star Telegram on November 2nd and 9th. The qualifications are due back to the City Secretary’s office on November 19th. Staff recommends creating a committee to review the qualifications and short list firms for interview. Once a short list is created, each remaining firm will submit a proposal and interviews will be held to determine the best value construction manager at risk for this project.
Justification
The MPFDC allocated funds for the construction document design of the new community park in the current year’s budget. The scope of services will include base map preparation, final program development, preliminary design, design development, and culminate with final construction and bid documents. Also included are the necessary flood study, appropriate agency coordination, Storm Water Pollution Prevention Plan (SWPPP), and construction administration.
