Requested Action

Consider the Resolution awarding a construction contract for the construction of a traffic signal at the intersection of Heritage Parkway/Commerce Drive to Durable Specialties, Inc.; authorizing and directing the City Manager to execute contract documents; and authorizing funding for an amount not to exceed $365,000.00.

Recommendation

The Public Works Staff recommends approval of the Resolution.

Description/History

This project will add a traffic signal at the intersection of Heritage Parkway/Commerce Drive along with enlarging the intersection radius on the northwest corner of the intersection to accommodate large trucks and minor pavement repairs at the intersection.   

 

The project was advertised in the Fort Worth Star Telegram on June 6 and June 13, 2019 and also advertised on the City webpage and www.civcast.usa.  Bids were opened on June 25, 2019.  There were two bidders for the project.  The bids ranged from a low bid of $330,000.00 to a high bid of $349,882.00.  The low bidder was Durable Specialties, Inc.

 

The requested funds are for a construction contract with Durable Specialties, Inc. in the amount of $330,000.00 plus a 5% contingency and other miscellaneous services  (construction survey, materials testing, ROW corner clip purchase, etc.) to complete the project.  This project is to be accomplished within a budget not to exceed $365,000.00.   Currently all signal contractors are experiencing delays with the delivery of mast arms and poles due to a backlog of orders from the material suppliers.  The backlog in orders has added a project delay of 4 to 6 months to previous signal projects.  Due to the delays in material delivery it is anticipated the signal will be complete by January 2020.

Justification

This project was previously discussed with the Local Transportation Sub Committee and included in the 2018 Capital Improvements Program (Misc. Residential/Intersection Reconstruction) and is a result of the increased traffic delays during the peak hours experienced by drivers on southbound Commerce Drive.  These delays are due to the high volume of traffic on Heritage Parkway.  This signal will reduce those delays and improve safety for the turning movement traffic.  Furthermore, the location of this signal is anticipated to provide gaps in traffic flow on Heritage Parkway that will help vehicles turning into and out of Wisteria Street thus reducing the delay at that intersection.

 

Durable Specialties, Inc. has successfully completed work in the City of Mansfield in the past.  Their most recent completed projects include traffic signals at Matlock Road/Ragland Road, Regency Parkway/E. Broad Street and Cannon Drive/E. Broad Street.  The Public Works Department feels that Durable Specialties, Inc. has the necessary staff and equipment to successfully complete the project.

 

The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract.  A resolution and bid tab is attached for Council’s consideration.

Funding Source

The funding source will be from the Street Bond Fund.
