Requested Action

Reject all bids for the construction of the Debbie Lane Improvements.

Recommendation

The Engineering Staff recommends that all bids received be rejected.

Description/History

The Debbie Lane project from US Business Hwy 287 (Main Street) to FM 157 was designed to provide a 2” mill and overlay of the existing asphalt pavement, add a center raised median with landscaping, add an 8’ wide side path on the north side and 5’ wide on the south side and to restripe the roadway to 6 lanes.

 

The project was bid on October 22, 2015 and there were four bidders for the project. The low bidder was JLB Contracting Inc. Bids ranged from a low bid of $1,947,989.64 to a high bid of $2,206,341.50. 

 

After the bid opening this project was on put hold until Staff had discussions with Council concerning truck routes and the possibility of using this section of Debbie Lane to route trucks in lieu of the existing US Business Hwy 287 route through downtown.  After discussion with Council, TxDOT and NCTCOG, it was determined that Debbie Lane would be the best choice for the truck route. The current proposed asphalt paving section does not have sufficient strength to support a large volume of truck traffic.  A redesign of the pavement thickness is necessary.

Justification

The redesign of the engineering plans and reconstruction of the roadway to a concrete pavement section will add approximately $3.3 Million to the project.  We have a preliminary commitment for assistance with this additional funding from NCTCOG and TxDOT.  In addition the redesign and TxDOT review will add approximately one year to project timeframe.

 

Due to the extensive change in scope and timeframe staff recommends rejecting all previous bids and to rebid the project once the final design and bid documents are prepared.

 

The City Engineer will be in attendance at the meeting to answer Council’s questions regarding the bid rejection.
