Requested Action
The approval of a contract award for the construction of Low Branch Lift Station and 30-inch Force Main to Bar Constructors, Inc.
 
Recommendation
The Engineering Staff recommends the approval of the contract award in the amount of Four Million Four Hundred Sixty One Thousand Six Hundred Forty Four and 25/100 Dollars ($4,461,644.25) to Bar Constructors, Inc. for the construction of Low Branch Lift Station and 30-inch Force Main.
 
Description/History
This project will consist of the construction of a new sanitary sewer lift station at Low Branch and Holland Rd. and a 30-inch sewer force main to the north along Holland Rd.  This project is part of the Mansfield Wastewater Master Plan and will replace the existing lift station currently in operation.  The existing lift station was constructed in 1999 and is now under capacity with old equipment and is need of replacement.
 
This project was designed by Freese & Nichols, Inc.  In assisting with the public bidding process, Freese & Nichols performed a prequalification process for all contractors desiring to bid on the project.  The project was bid on May 21, 2013 and six prequalified bidders submitted bids for the project.  Bar Constructors, Inc. was the low bidder with a bid of $4,249,185.00.  The contract time for this project is three hundred sixty five (365) calendar days (one year).  A location map, bid tabulation and recommendation letter from Freese & Nichols is attached for Council's review.
 
Staff is recommending award of this project and authorization of funding for the bid amount plus 5% for contingency for a total of $4,461,644.25.
 
Justification
The Engineering Dept. and Freese & Nichols, Inc. have confirmed that Bar Constructors is qualified and has the necessary staff and equipment to complete a job of this type, size and scope within the allowed contract time.
 
The Director of Public Works will be in attendance at the meeting to answer Council's questions regarding the proposed contract.  A resolution is attached for Council's consideration.
 
Funding Source
The funding source will be from the Utility Revenue Bond Fund.
