Description/History
Recently the City Manager's office was contacted by Dennis Withers, CEO of Trinity Forge located on Trinity Drive in the Mansfield Industrial Park to express his concern over the condition of that road and request that something be done to improve it.  5th Avenue and Easy Drive are equally in need of improvement. The City Engineer and Director Public Works recommend full depth asphalt reconstruction. This process involves removing and remixing the existing asphalt material, using it as the 8 inch base material and putting a 6 inch layer of new asphalt on top of it. The streets will be the same quality as 2nd Avenue and should last for at least ten years, depending on traffic volumes. The work will be performed using City of Mansfield labor.The estimated cost to reconstruct all three streets as depicted on the attached aerial is $675,000. The cost per square foot is $3.44.The individual breakdown of costs is as follows :
 
Easy Drive - 3,390 ft. x 24 ft.  =  $280,000
Trinity Drive - 1,200 ft. x 24 ft. = $100,000
Fifth Avenue - 2,250 ft. x 30 ft. = $255,000
Allowance for Bar Ditch grading
And culvert work                         =  $30,000

At the July 10th MEDC Board meeting the Board voted 6 to 0 (Heather Harris absent) to approve no more than $675,000 for these improvements.
Justification
The Mansfield Industrial Park is home to the majority of over one hundred industrial companies located in Mansfield. There are a total of twenty companies located on Trinity Drive, Easy Drive, and 5th Avenue. These companies currently employ 690 full-time employees. The total property taxes paid to the City from these companies based on 2012 property values is $240,779.94. This is consistent with the other industrial road projects funded by MEDC - 4th Avenue Burl Ray and Antler Drive.
