Recommendation
The Engineering Staff recommends approval of the Resolution.
Description/History
The primary purpose of this project is to extend adequate flow capacity to the Britton area for fire protection.  Ultimately this will be a vital loop for water service south of the railroad east of SH 360.  The project was bid on October 8, 2014 and there were eight bidders for the project. The low bidder was A&M Construction & Utilities, Inc.  Bids ranged from a low bid of $174,242.00 to a high bid of $299,938.00
The contract time for this project is forty (40) working days or approximately 2 months.  This project will include extending a 16" water line to the south from Eagle Dr. to Britton Rd.  A fire hydrant will be installed to provide better fire protection than is currently available in the immediate area.
 
The requested funds are for a construction contract in the amount of $174,242.00, a 5% contingency, materials testing, and other miscellaneous services needed to complete the construction of the project, to be accomplished within a budget of $200,000.00.
Staff is recommending award of this contract and authorization of funding for an amount not to exceed $200,000.00.
Justification
A&M Construction & Utilities, Inc. has completed public water line projects similar in scope for several other cities in the metroplex.  After talking with owners and owners' representatives associated with these projects, the Engineering Department feels that A&M Construction & Utilities, Inc. has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.
 
The Director of Public Works will be in attendance at the meeting to answer Council's questions regarding the proposed contract. A resolution is attached for Council's consideration.
