Requested Action

The approval of a contract award for the Construction of Offsite Wastewater Improvements Including Lift Station and Force Main to Serve the Southpointe Development, To Mountain Cascade of Texas, LLC.

 

Recommendation

The Engineering Staff recommends the approval of the contract award in the amount of Two Million Three Hundred Thirty four Thousand Eight Hundred and Fifty Five and 00/100 Dollars ($2,334,855.00) to Mountain Cascade of Texas, LLC. for the construction of Offsite Wastewater Improvements Including Lift Station and Force Main to Serve the Southpointe Development.

 

Description/History

These improvements are part of the agreement between the Developer and the City to construct the necessary infrastructure to serve the Southpointe development. This is the second in a series of projects that will be constructed with the $11.5 Million established for the Southpointe infrastructure. budget from the Street Bond Fund in conjunction with the Developers contributions. The project was bid on April 23, 2015 and there were eight bidders for the project.  Bids ranged from a low bid of $2,334,855.00 to a high bid of $2,987,105.00.  The low bidder was Mountain Cascade of Texas, LLC. The contract time for this project is one hundred and twenty calendar days or approximately 4 months.  The bid tabulation is attached as Exhibit “A” for Council’s review.

 

Justification

Mountain Cascade of Texas, LLC. has not previously completed work in the City of Mansfield to date but has several favorable references for similar size projects.  The Engineering Department feels that Mountain Cascade of Texas, LLC. has the necessary staff and equipment to successfully complete the project within the required contract time.

 

The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract. A resolution is attached for Council’s consideration.

Funding Source

The funding source will be from the Street Bond Fund and Developer Contributions.
