Requested Action
Approve the resolution to award the construction contract for the Debbie Lane Paving, Drainage and Signal Improvements to JLB Contracting, LLC.
Recommendation
The Engineering Staff recommends the approval of the construction contract award to JLB Contracting, LLC for the Debbie Lane paving, drainage and signal improvements and the authorization of funding.
Description/History
The Debbie Lane improvements consist of installing a raised center median with landscaping on Debbie Lane between FM 157 and US Hwy 287, installing dual left turns in the east and westbound directions on Debbie Lane at the FM 157 intersection and adding a dedicated right turn lane in the eastbound direction at the Debbie Lane/FM 157 intersection.  These intersection improvements will include traffic signal modifications.  In addition the existing asphalt within the project boundaries will be milled and overlaid with new asphalt pavement and striping.
 
The engineer's probable opinion of cost for this project was $739,000.00.  The project was bid on May 17, 2012 and there were three bidders for the project.  Bids ranged from a low bid of $717,322.98 to a high bid of $893,315.00.  The low bidder was JLB Contacting LLC.  The bid did contain 2 alternate bid items to wedge mill the asphalt from roadway.  This process removes less material then a full asphalt mill.  Staff's opinion is that the slight cost savings from the alternated bid items ($23,749.60) does not justify using the wedge mill method.
The contract time for this project is Ninety (90) working days or approximately 4 months.  Bid tabulation is attached for Council's review.  
Per an Interlocal Agreement with MISD, the school district will contribute 25% of cost for the construction of the intersection improvements.  Thus MISD will contribute $61,829.17 toward this project.  In addition the City tree mitigation fund will contribute $83,278.60 for the landscaping and irrigation in the medians.
Staff is recommending award of this project to JLB Contracting, LLC and authorization of funding for the bid amount plus 5% for contingency for a total of $753,189.13.
Justification
JLB Contracting, LLC has successfully completed work in the City of Mansfield in the past.  The Engineering Department feels that JLB Contracting, LLC has the necessary staff and equipment to successfully complete the project within the required contract time.
 
The Public Works Director will be in attendance at the meeting to answer Council's questions regarding the proposed contract. A resolution is attached for Council's consideration.
