Description/History
The proposed single story building is designed to provide office space for 20 staff members, and include a community meeting room, two conference rooms, restrooms, break area, work room, storage space, and a parking lot with site development and improvements to Matlock Road. The building is proposed to be wood construction with a rock masonry exterior and metal roof. The site civil work, parking lot ingress and egress, and infrastructure are included as a portion of this contract.
On December 21, 2017, five bids were received and publicly opened. Muckleroy & Falls was selected as the lowest qualified and responsive bidder with a bid in the amount of $2,481,118. The bid tabulation was checked and it was found to have a computation error resulting in the bid being $4,043 higher than shown on the attached bid tabulation sheet. Two of the other bidders also had computation errors in their bids. Muckleroy & Falls remained the lowest qualified bidder after the corrections.
After analyzing the bids, meeting with the apparent low bidder and checking references, staff recommends awarding the construction contract to Muckleroy & Falls in the amount of $2,485,161. This base bid includes $1,912,797 for the building, $472,364 for the parking lot, drive approach and Matlock Road modifications, and a $100,000 project contingency. Funding for this project is included in the MPFDC FY2017-2018 budget. Construction is scheduled to begin in February and completion is expected by the end of 2018.
April 2018- Paperwork for the contracts and permits is complete and a notice to proceed has been issued. Survey work has begun with earthwork scheduled to begin on April 23rd. Construction is expected to be completed in January 2019.
May 2018- Earth work and foundation preparation is 90% complete. Pier drilling is underway. The street turn lane will be complete by the end of May, with the drive approach following in June. The overall project is on schedule with construction expected to be completed in January 2019.
June 2018- Earth work and foundation preparation is 99% complete. Pier drilling is complete with all piers having to be cased due to sub-surface water. Additional subsurface drainage (french drains) had to be installed as well to get the spring water from the south drained through the property. The street turn lane is complete. The drive approach will be completed next in conjunction with the onsite paving. The building foundation beams are complete along with water service, sewer and onsite drainage. The overall project is on schedule with construction expected to be completed in January 2019.
July 2018 - Construction continues at a rapid pace with the entry approach and fire lane installed. The slab foundation is poured and ready for walls to be constructed beginning the week of July 16th. Wall framing has begun with the onsite utilities being 95% complete. Parking area and drives are scheduled to be completed the week of July 16th. Construction is on schedule for completion in January 2019.
August 2018 - Construction continues at a rapid pace with the drive entry approach and fire lane installed and parking in place. Framing is nearing completion with all walls, roofing structure, decking with ice and water shield in place. Exterior windows have been installed and the expectation is that the building will be dried in by mid-August. The fiber optic purchase order has been issued and work is being scheduled to bring high speed fiber from Fire Station #2 to both Oliver Nature Park and the Parks Administration Building. Construction is on schedule for completion for occupancy in January 2019.
September 2018 - Metal roofing is well underway along with all interior mechanical. Drywall is underway and expected to be complete by September 21st. The fiber optic purchase order has been issued and work is being scheduled to bring high speed fiber from Fire Station #2 to both Oliver Nature Park and the Parks Administration Building. The Oncor Pole Distribution Agreement was approved by City Council on September 10th to allow the cable to be installed on Oncor-owned poles. Construction is on schedule for completion in December 2018 and occupancy in January 2019.
October 2018 - The building construction continues at a fast pace with roofing complete, all interior dry wall installed and being painted, and interior windows and doors being installed. Mechanical work is wrapping up, and electrical wiring and controls are being installed. Contractor is waiting on Oncor to finish pulling wire for primary electrical service. Administrative staff has been working with the furniture consultant to obtain the FFE pricing. Construction is still on schedule for completion in December 2018 and occupancy in January 2019.
November 2018 - The building interior has been painted, security system installed, and the roofing, masonry and mill work has been completed. The permanent power is expected to be ready in mid-November, which will allow the building to dry out and begin installation of the flooring. Furniture procurement is in the works and staff is getting excited. Construction is expected to be completed in December with the potential move-in scheduled for late January or early February 2019.
January 2019 - The building project is 100% complete with substantial completion issued for the building on Monday January 14th. Punch list items are underway. The fiber project has been redirected with a series of overhead and underground sections and is expected to be completed once Oncor Electric completes the make ready on the poles for hanging the fiber optic cable. The landscape irrigation is complete, with Park Operations staff assisting with the landscape plant material procurement and planting. Furniture is scheduled for delivery by the end of January and the anticipated occupancy is to be determined upon the completion of the fiber project for data, internet and communication connectivity with the City Network.
February 2019 - The building is complete with several small punch list items ongoing. The fiber project is scheduled for completion by the end of February. Landscaping is 99% complete. The Certificate of Occupancy has been issued with tentative occupancy in early March.
