Requested Action

Consider the Resolution awarding a contract for the construction of Carlin Road Culvert Improvements to Barclays Premier Utility Services, LLC. and authorizing funding for an amount not to exceed $162,225.15.

 

Description/History

The purpose of this project is to address nuisance drainage issues related to development within the upstream portion of the drainage basin. This project will accommodate the fully developed conditions, including any remaining undeveloped tracts within the same drainage basin, and eliminate the existing nuisance. This project will also accommodate the future fully built conditions within the drainage basin.

 

The project was bid on January 3, 2020 and there were eight bidders for the project. The lowest qualified bidder was Barclays Premier Utility Services, LLC.  Bids ranged from a low bid of $128,386.50 to a high bid of $320,992.00.

 

The contract time for this project is sixty (60) working days or approximately 3 months.

 

This project includes removing the existing culverts, installing new, larger culverts at a more appropriate location, lowering a water line, and grading within a drainage easement.  . 

 

The requested funds are for a construction contract in the amount of $128,386.50, a 10% construction contingency, survey, materials testing and other miscellaneous services needed to complete the construction of the project within a budget not to exceed $162,225.15.

 

Justification

Barclays Premier Utility Services, LLC. has not previously completed capital improvement projects in the City of Mansfield. After checking references, Public Works Staff feels that Barclays Premier Utility Services, LLC. has the necessary staff and equipment to complete a job of this size and scope within the allowed contract time.

 

The Director of Public Works will be in attendance at the meeting to answer Council’s questions regarding the proposed contract and funding. A resolution is attached for Council’s consideration.

 

Funding Source

The funding source will be from the Drainage Utility Fund.
