Requested Action
The authorization of funds in an amount not to exceed $122,500.00 and approval of a contract with Kimley-Horn and Associates, Inc. for design and procurement services for an Advanced Traffic Management and Upgraded School Zone System.
Recommendation
The Engineering Staff recommends the authorization of funding and approval of a contract with Kimley-Horn and Associates, Inc. for design and procurement services for an Advanced Traffic Management and Upgraded School Zone System.
Description/History
In May 2010 the City contracted with Kimley-Horn and Associates, Inc. for an Advanced Traffic Management System (ATMS) master plan with grant money received through an Energy Efficiency and Conservation Block Grant. This master plan set the ground work to establish a traffic signal system that can be remotely monitored, adjusted and alert staff of signal problems. This current project is the follow up to the master plan that will provide for the design of the ATMS, Traffic Management Center and communications system along with procurement and construction inspection of the system. The ATMS will provide the ability to change signal timing, view traffic at intersections through the use of pan-tilt-zoom cameras and monitor the overall signal system for malfunctions. The ATMS will be housed at the Traffic Management Center located at the Service Center.
In addition, with the current school zone flasher system the school flashers operate independently and are not connected to a system. When the school calendar is changed or a bad weather day occurs, a staff member must change the flash time in all 62 school flashers. In addition the only way to determine a malfunction is through on-site observation. This contract will also design an upgrade to the current school zone flasher system that will allow for the remote monitoring and adjustment of the school zone flasher system.
The requested funds are for design services with Kimley-Horn and Associates in the amount of $122,500.
Justification
The ATMS and school zone flasher system will yield many benefits including savings on equipment and maintenance costs, increased efficiency in operations, and greatly enhanced system capabilities and reliability. Also, the synergy of having a single system will result in savings in staff time, both for operations and maintenance.
The City Engineer will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
