Description/History

In the spring of 2013, Staff met with all the youth sports associations in reference to facility improvements.  Each youth association prioritized their requested improvements. Mansfield Soccer Association (MSA) requested  a second referee shelter located at the southern end of the complex.  Mansfield Youth Baseball Association (MYBA) requested a  restroom facility for fields 7, 8 and 9 and to relocate the storage from the back location to a location up front and in a permanent facility instead of a temporary storage container. 

 

MPFDC approved these facility improvements in the current FY 2013-14 budget.

 

May - Staff is presently looking at options to procure and install a restroom building, storage facility and referee shelter.  Staff will continue to work with the associations to determine what the needs are for the buildings and what will provide the best end solution that satisfies the associations and city requirements and meets the budget and time schedules.

 

June - Staff is finalizing the restroom building design for fields 7, 8 and 9 and is presenting it to the association.  Staff will be requesting funding approval at a special meeting to proceed to order the restroom building from the Public Restroom Building Company for a turn-key project purchased off Buy Board.  The storage building location has been set. Staff will begin ordering shelters for the roof as soon as the pricing is finalized for the restroom.

 

Justification

The MPFDC allocated funds for the Sports Complex improvements in the 2013-2014 year’s budget.  These improvements will provide a higher level of service.  The younger baseball players will have a restroom closer to their fields, the soccer referees will be able to stay close the fields and get out of the elements and MYBA will have a better managed storage area.  All of these facilities will fit in with the current architecture of the complex.

 

July - Staff received a quote from the Public Restroom Building Company and is currently in discussions with the Mansfield Youth Baseball Association (MYBA) for participation of funding and or procurement of such with a different delivery method.  Concrete quotes have been received for slabs for the soccer referee shelter, baseball storage, and entry gate areas.  Prefabricated shelter quotes are forthcoming.  It is anticipated that these items will be complete by September 30, 2014.

 

August - Staff has ordered the pre-fabricated shelters for the storage and referee shelter, has installed the sewer line and obtained the concrete purchase order for the slab.  Staff will be ordering the restroom building upon approval listed in New Business.  It is expected that all items will be installed upon arrival in late the next 45 to 60 days with the restroom being installed in early November due to fabrication.  Also during the month of August, the colt field renovations have begun at field 6.  The contractor has relocated the bases and hopes to be complete with the new sod installation by the end of the month.

 

September - The modifications to field #6 to support Colt play have been completed.  Staff is awaiting arrival of the shelters for installation (storage and referee shelter). The entrance concrete has been installed at baseball.  The restroom building approved by the Board in August was tabled at City Council as they requested staff provide additional information at the September 22 City Council meeting regarding differences in costs of site-built vs pre-fab.  Council also thought the pre fab building was too expensive for a restroom building for a park and they believe it could be constructed at a cost less expensive than pre fab.  Staff visited with the development services director, two architectural firms, a contractor that builds park facilities and a tilt-up wall contractor and will provide an update on those findings at the September meeting.

 

October - City Council rejected funding of the prefabricated restroom building for baseball at fields 7, 8 and 9 indicating the price per square foot was too high.  Staff had assembled 5 additional opinions of costs from architects, design builders and an additional pre fab restroom company.  It was Council’s direction to staff to provide a design, bid, build procurement method to procure the restroom building.  Level 5 Architecture has been retained for the design process.  This process will take approximately six months; with potential program impacts during the construction phase as an active construction area will be underway during the spring 2015 playing season. The entrance pad at baseball has been poured. Shelter buildings are scheduled to be installed in October with slabs and walls scheduled for November. 

 

November - Shelters are installed. Concrete is scheduled pending weather. Wall quotes underway for installation after the concrete is placed and cured. The restroom building redesign is underway.

 

December - Shelter concrete is complete, working on block wall quotes.  Weather delayed the concrete placement.  Restroom plans complete with first plan review complete, revisions are underway.  Advertisement will be scheduled for late mid to late December.

 

January - Concrete work on the shelters has been delayed by the cold and rainy weather. Block quotes have been requested from contractors for the referee shelter and storage at the baseball fields.  The restroom building advertisement for bids is scheduled to be published the third week in January as review of plans is finalized.

 

February - Block work is underway for the storage facility for baseball and the referee shelters for soccer.  The Restroom building for baseball was advertised for bid on February 5th and bids will be opened on February 19th.

 

March - WEATHER has delayed the blocking of the Storage and referee buildings by 3 weeks.  Anticipated completion by the end of the month of March (weather pending).

 

April - The storage facility at baseball is blocked with paint and electrical service underway. Block work is beginning on the soccer referee shelter. Weather has continued to delay construction. 

 

May - Baseball has begun using the storage facility. The weather is still hampering efforts to complete the referee shelter at soccer. Staff has recommended that the restroom facility construction be moved to the 2015/2016 budget and MYBA is in agreement.

 

June - The referee shelter at the Sports Complex is 99% complete.  This is the final project of FY2014/2015.  Additional projects have been determined for the FY2015/2016 year and will be brought to the Board for approval after the budget process is finished.

 

July - The baseball storage and soccer referee buildings are essentially complete.  Staff is in the process of getting power to the buildings however, both buildings are useable in the meantime.

 

August - Installation of the electric has been scheduled for the two buildings and will be complete by the end of this month.

 

October, 2015 - All items are 100% complete.
