Description/History
The City of Mansfield and the Texas Department of Transportation (TxDOT) entered into a Local Project Advance Funding Agreement (AFA) on September 2, 2015 for the construction of the Historic Mansfield Hike and Bike Trail Connection. The project is included in the category of Provision of Facilities for Pedestrians and Bicycles in TxDOT’s Transportation Alternatives Program. The proposed trail connection is identified in the City of Mansfield’s Parks, Recreation, Open Space & Trails Master Plan adopted in 2010.
The project includes a 10’ wide concrete pedestrian and bicycle trail with amenities that will connect Historic Downtown Mansfield along North Main Street to the city-wide linear park trail system, new curbs and concrete barriers to narrow the roadway for traffic calming, ornamental fencing, street and pedestrian lighting for ambience, and provide managed drive approaches along the street.
The original bid opening was held on August 31, 2017, with three firms submitting bids. However, two of the three bids were deemed non-responsive for failing to complete required documentation for TxDOT, and construction bids were rejected by City Council at the September 11, 2017 meeting. The construction documents were revised to include improvements to the accessible ramps at Oak Street and an option to provide as-equal ornamental fence details.
The construction plans were revised and the project re-advertised in October. The bid opening was held on October 31, 2017, with five firms submitting bids. Klütz Construction, Inc. is the recommended low bidder. The contract includes the base bid in the amount of $2,370,988.27. The bid tab is attached. TxDot will fund $947,111 of the project through reimbursement to the City. The remaining $1,423,877.27 will be paid for by the General Fund through Certificates of Obligation and eligible for reimbursement by the Downtown TIRZ #2.
Justification
With an increased focus on development in the downtown area, this trail will provide improved pedestrian access into Historic Downtown Mansfield and improve quality of life for Mansfield residents.
