Recommendation
The Engineering Staff recommends amending the Surveying Services Contract with Brittain and Crawfordfor the West Broad Street Phase II (Cotton Dr. to Retta Rd.) Paving, Drainage, & Utility Improvements for an amount not to exceed $30,000.00.
 
Description/History
During the preliminary design phase it was discovered that an explorer refined products pipeline would be in conflict with the proposed roadway profile.  Explorer agreed to the lowering of this pipeline to accommodate our project.  B&C performed all of the surveying for design and construction of the lowering, none of which was included the original scope.  
 
In addition, after meetings with representatives of Bethlehem Baptist Church, City Staff directed Teague Nall and Perkins to design a parking lot layout, and reconfigure median openings and turn lane locations in order to accommodate the Church's future site development, resize the proposed sidewalk in order to accommodate the City Bike Route Plan, relocate the proposed sidewalk to provide space for relocated power poles, and provide working exhibits for Street Light locations. B&C provided surveying for the design changes and will provide construction staking, none of which was included the original scope.
 
In addition, during construction it was discovered that an Energy Transfer gas line that is encompassed by an easement was encroaching into the proposed ROW.  In order to appease Energy Transfer's concern for pipeline maintenance an additional easement was procured from the adjacent land owner.  B&C performed all of the surveying and document preparation for that easement which was not included in the original scope.
 
Justification
These changes required additional surveying services for the driveway/parking lot, sidewalk relocation, Explorer Pipeline relocation, and additional easements for Explorer Pipeline.  These changes are modification to the original scope of the surveying contract and exceed the typical level of contingency expected to be obtained from preliminary plans of which the contract originated.
 
The Director of Public Works will be in attendance at the meeting to answer Council's questions regarding the proposed project.  A resolution is attached for Council's consideration.
