Requested Action
Consider the authorization of funding and approval of contracts.
Recommendation
The authorization of funding in an amount not to exceed $362,141.75 and approval of contracts, including design services with Shield Engineering Group, PLLC, to prepare the Design of Fort Worth Street (Walnut Creek Dr to King’s Way Dr) and Live Oak Street (Dayton St to Fort Worth St) for public bidding and construction.
Description/History
Fort Worth Street from Walnut Creek Drive to King’s Way Drive (1,550 feet) is in need of improvements due to the existing pavement condition as well as Live Oak Street from Fort Worth Street to Dayton Road (950 feet). Improvements will include the reconstruction of the existing roadway and sanitary sewer line. A storm drain system including curb inlets may be included dependent upon a drainage analysis that is also included as part of the project.
The drainage analysis for the proposed conditions will determine if a drainage system for Fort Worth Street at the Hillcrest Street intersection is necessary. There is currently no storm drain system and there has been evidence that one may be warranted to meet the city’s current drainage criteria and provide appropriate protection from storm events. This storm drain system will outfall to an existing concrete flume which then conveys flow into a downstream channel. If a new storm drain system is necessary, off-site grading will be required.
Both streets are proposed to be replaced with a standard residential 29’ street with an 8” asphalt pavement section and concrete curb and gutter. The project also includes sidewalks along both sides of the street.
This project is part of the 2023 Roadway Capital Improvement Plan with an estimated construction cost of $3,126,783.00.
The requested funds are for design services with Shield Engineering Group, PLLC in the amount of $357,141.75 which includes an additional 5% design fee contingency for potential design scope changes. Also included will be an additional $5,000 in contingency for possible right-of-way and easement acquisition, subsurface investigation, and other miscellaneous services needed to prepare the project for public bidding and construction, for a total budget not to exceed $362,141.75.
Justification
This project is included in the 2023 Roadway Capital Plan.
The Director of Engineering Services will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
