Description/History

The City previously entered into an agreement with Perkins & Will for architectural and design services for the Multi-Purpose Sports Venue on January 22, 2024 in an amount of $4,350,000. Then, an amendment, approved at the staff level for additional civil engineering work as part of the surrounding infrastructure was added in an amount of $46,500. The original agreement included a design fee based on a traditional deliverable schedule. The added scope of work for this second amendment is necessary due to the initial delay in bringing on the Construction Manager at Risk, Moss Construction, causing an accelerated project timeline and the need for phased delivery of construction documents through five separate bid packages.

 

The additional services requested include:

 

1. A phased delivery of construction documents through five bid packages;

2. Submitting separate permit packages to meet the construction start date of December 18, 2024;

 

The associated breakdown of design services by scope and deliverable dates as follows:

1st Package Scopes (Earthwork & Site Utilities): September 3, 2024;

2nd Package Scopes (MEP Underground, Electrical, Elevators, Foundation): September 23, 2024;

3rd Package Scopes (Canopy, Steel, and Precast): October 14, 2024;

4th Package Scopes (Exterior Facade, MEPF, Security, AV, Sports Lighting): November 6, 2024; &

5th Package Scopes (Interior Finishes, Hardscape, and Landscape): November 25, 2024.

 

The additional service request, attached, also outlines a comprehensive breakdown of hours and rates for each service category, totaling $449,900.00.

 

This amendment will bring the total value of the contract with Perkins and Will to $4,846,400.

-Original Amount: $4,350,000

-1st Amendment: $46,500

-2nd Amendment: $449,900

New Total: $4,846,400

 

Justification

Per the City Council meeting on January 22, 2024, the initial agreement with Perkins & Will for this project was approved. The scope of the original agreement did not anticipate the complexities introduced by the phased bidding process and accelerated timelines now required. Therefore, this additional service agreement is necessary to ensure timely delivery of construction-ready documents.
