The Planning and Zoning Commission held a public hearing on September 2, 2014 and voted by 4 to 3 on October 6, 2014 to recommend approval. Commissioners Dodson, Hudson and Polozola voted nay.
Description/History

The applicant, Hanover Development, is a company that has demonstrated its ability to provide quality development like Lowe's Farm and Mira Lagos. Like these other developments, the proposed development plans represent a quality community in the southern part of Mansfield.
This proposed master planned community will provide many amenities, including a central amenity center, open space and walking trails, attractive entry features, wider sidewalks and crosswalks, special pavement and gated neighborhoods. In addition to City regulations, the development will also be governed by covenants, conditions and restrictions enforced by an architectural review committee and homeowners association.
The development design has taken into account the location of the gas pipe lines and gas well sites and designed around them. The 1061 proposed lots have been carefully positioned to place the large lots (70' and 80' wide) in the interior and smaller lots (50' and 60' wide) toward the highway, gas wells and the unregulated extra-territorial jurisdiction. The overall density of the single family residential use is approximately 2.8 units per acre. The developer has agreed to comply with all the new residential development and architectural standards in the Zoning Ordinance. The multi family residential areas will help to buffer some of the single family residential areas from the highway and gas wells. The commercial areas are appropriately situated with some neighborhood commercial at the northern end and more regional commercial to the south.
With the adoption of the MR Development rezoning to the west and the pending development of South Pointe on the opposite side of the highway, this proposed development could be considered consistent with those neighboring developments.

Per the changes made at the last meeting, the developer has revised the PD development plans and conditions in Exhibit A thru F to:
1. Change the MF zoning on the highway north of the gas well site to SF residential lots and open space (pg. 13),
increasing the total lot count from 1,061 to 1,105
2. Change the MF zoning south of the gas well site to Townhomes/Mixed Use (pg. 13)
3. Change the text in the development conditions to reflect the above change, subject the proposed townhomes and
mixed use to MF-1 and C-2 standards and future site plan approval by Council (pg. 5, 7 and 8)
