Recommendation
Approval of funding and a professional services contract between the City of Mansfield, TX and Wier and Associates, Inc. in an amount not to exceed $393,540 for Design of Dick Price Road East of UPRR to N. Main St.
Description/History
Dick Price Road, currently a two-lane thoroughfare in southeast Tarrant County, is planned to undergo expansion to become a four-lane divided highway, establishing a direct connection to North Main Street (Business Highway 287). This project aims to alleviate traffic congestion and address safety issues on Gertie Barrett Road and Turner Warnell Road, while also providing direct access to the municipalities of Kennedale, Arlington, and Mansfield. The project will also improve accessibility to commercial developments located along the route.
A Traffic Signal Warrant Study will be conducted for the proposed intersection of Dick Price Road and Main Street (Bus. Highway 287). This study will involve the collection of traffic data, a geometric evaluation of potential improvements, and an analysis of projected traffic volumes. The findings will indicate whether a traffic signal is warranted. If the study concludes that a traffic signal is needed, the design and preparation of plans for the traffic signal at this intersection will be included as part of this contract.
The property at 3080 Gertie Barrett Road has been previously purchased when it was on the open market to provide a portion of the necessary right-of-way for the project. The remainder of the right-of-way will be purchased with this project.
This project is part of the 2024 Roadway Capital Plan. A concept plan of the anticipated improvements is attached. The current opinion of probable construction cost is $2,557,278.90 and is also attached. $1,584,500 will be funded from the Tarrant County Transportation Bond Program.
The requested funds are for design services with Wier and Associates, Inc., in the amount of $393,540.00 which includes an additional 5% design fee contingency for potential design scope changes and $250,000 for right-of-way acquisition, for a total budget not to exceed $643,540.
Justification
This project is part of the 2024 Roadway Capital Plan and will aim to alleviate traffic congestion and address safety issues on Gertie Barrett Road and Turner Warnell Road.
The Director of Engineering Services will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
