Recommendation
Approval of professional services contracts between the City of Mansfield, TX and Dunaway Associates, Inc. in an amount not to exceed $435,365.00 and Spiars Engineering, Inc. in an amount not to exceed $1,026,025.00 for design of the Harvest Point South Infrastructure.
Description/History
This project is intended to encompass the design for a significant portion of the public infrastructure necessary to support the Harvest Point development south of Lone Star Rd. Dunaway Associates, Inc. will design the Heritage Parkway Bridge across Low Branch.
Spiars Engineering, Inc. will be designing Heritage Parkway south of the bridge, intersections, and portions of the connecting streets. This contract will also include the design of all necessary storm drain systems, water lines and sewer lines along this corridor. Lastly, design of a downstream 15” sewer line will be included (approximately 2,500 LF) to the east to provide sanitary sewer service to this basin south of Lone Star Rd.
The requested funds are for design services with Dunaway Associates, Inc. in an amount not to exceed $435,365.00 and Spiars Engineering, Inc. in an amount not to exceed $1,026,025.00 for a total budget not to exceed $1,461,390.00.
Justification
This project is necessary to provide public infrastructure to the Harvest Point Development south of Lone Star Rd. Heritage Parkway is on the city’s Master Thoroughfare Plan. The 15” sewer line is on the city’s Wastewater Master Plan.
The Director of Engineering Services will be in attendance at the meeting to answer Council’s questions regarding the proposed funding and contracts.
