Recommendation
Staff recommends approval of the program.
Description/History
Staff would like to propose a Heritage Tree Program to encourage the preservation of trees with historical significance. A heritage tree is a tree with one or more of these attributes:
• Has unusual size, age, species significance or other distinguishing characteristics;
• Contributes to and strengthens significant community ties;
• Is located on an historic site or contributes to the history of the site;
• Enjoys notoriety; or
• Serves as a well-known landmark.
This program would be a joint effort between the Historic Preservation Office and the city’s Landscape Inspections team. The designation would be granted to important trees in a similar manner as official recognition is for historic buildings. Like official recognition, participation in the program would be voluntary and would carry no regulatory enforcement with it.
Under the program, when a heritage tree is designated, the Landscape Inspections will provide the owner with recommendations regarding the proper care and maintenance of the tree, including a suggested care plan and information on how to choose quality tree care professionals. The Commission would issue a plaque in recognition.
If a heritage tree becomes unhealthy or unstable or in some other way presents a safety hazard to people or property, it may be removed. The program will record their existence and contribution to the quality of life in Mansfield.
The program also supports two of the Commission’s goals for 2024-2025:
• To keep other City departments and boards abreast of the Commission’s policies and actions so they may act in a mutually supportive fashion.
• To promote events to celebrate the City’s heritage.
