Recommendation
Approve resolution in support of the Historic Mansfield Hike And Bike Trail Connection to City Spine Trail System Project Transportation Alternative Program Project

Description/History
The subject project is included in the category of Active Transportation (Bicycle and Pedestrian Facilities) Proposed Eleigible Project Categories of the Transportation Alternatives Program. City staff determined that the project identified would qualify for a nomination to the Program. The proposed trail connection is identified in the Parks Recreation, Open Space & Trails Master plan adopted in 2010. It is also identified in the proposed Project Plans for Historic Mansfield.

The project will include a 12’ wide concrete pedestrian and bicycle trail with amenities that would connect Historic Mansfield along N. Main Street to the city-wide linear park spine trail system, new curbs and concrete barriers to narrow the roadway for traffic calming, wrought iron fencing, streetlight and pedestrian lighting to provide ambience and provide managed drive approaches.

The project is estimated to cost $1,262,815. The program requires a minimum local match of 20%. Staff proposes to increase the local match to 30% or $ 378,845 in order to enhance the nomination for funding consideration.

The City is responsible for any overruns above the total project estimate of $1,262,815. Funding for Plan development and construction documents, estimated at $100,000, are outside of the scope of the project cost estimates and will be funded above the match described above.
