Approve the resolution supporting the plan to construct tolled main lanes and continuous frontage roads on SH 360 from E. Sublett/W. Camp Wisdom Road to US 287
Recommendation
The Engineering Staff recommends the approval of the support resolution for constructing SH 360.
Description/History
NTTA began the Environmental Assessment (EA) process for SH 360 in late 2009. Since that time environmental impacts have been evaluated that include: traffic, natural resources, cultural resources, air quality, noise and other environmental considerations. In addition to evaluating the environmental impacts a roadway schematic was prepared for environmental clearance.
The EA was issued a Satisfactory for Further Progress (SFP) finding by the Federal Highway Administration (FHWA) in August 2013. This finding allows the project to move forward to obtain a Finding of No Significant Impact (FONSI), which will allow the project to move to the design and construction phase. In addition to the SFP, the FHWA approved the roadway design schematic in early September 2013. A public Hearing to present the findings of the EA, review the schematic and receive comments is scheduled for Thursday October 17, 2013 from 6 to 8 pm at Timberview High School. The notification letter is attached.
TxDOT will be responsible for the design and construction of SH 360 and NTTA will operate roadway. The project will be design/build and will be phased. The first phase will include the construction of 2 toll lanes in each direction from Sublett/Camp Wisdom Road to E. Broad Street and from E.
