Recommendation
The Planning and Zoning Commission held a public hearing on November 3, 2014, and voted 5 to1 (Dodson) to recommend approval. Commissioner Hudson was absent.
Description/History
Pursuant to the moratorium on restaurants with drive-through lanes, Staff has recommended to the City Council that the Zoning Ordinance be amended to require a Specific Use Permit (SUP) for restaurants with drive-through services. The former Zoning Ordinance No. 416 adopted in 1980 also required a SUP for such restaurants. A reinstated SUP requirement will provide a detailed site plan for staff, P&Z and Council to adequately evaluate impact and compatibility. Staff also recommends the proposed ordinance amendments shown in the attachment to help mitigate issues that involve restaurants with drive-through facilities.
